Infinite Reach

I know it would be to OP in Survival, but in Creative I would love to be able to reach any block inside of the loaded chunks. Maybe adding this as a gamerule or something would be good. I hate having to fly up and down if I'm filling in a pit or something so I wish I could just hold right click and fill it in.
