Placing down a water source block in the nether should be possible, but only when the source is in direct contact with blue ice. Water in the nether shouldn't be able to form an infinite water source. Instead, you would need to import water from the overworld to create farms. Flowing water should act like the lava in the overworld. The water should only flow for 3 blocks before stopping. When water is in the Nether it shouldn't be able to turn lava into obsidian, but rather the water should immediately evaporate when it gets within a certain distance of the lava; similarly to how sponges used to function in the early days of the game. all these changes would create a balanced way to use water in the Nether without making it overpowered.
