I suggest adding a new effect - obsession. It will be issued when the mob (including the player) is in a soul fire. In this case, the mob will not burn.
This effect will slowly kill the “living” mob (not related to the undead) and turn it into its “dead” version (zombie villager, zombie, zombie horse, etc.).
"Dead" mobs will not die of the effect, but they will try to kill all the "living". In this case, there will be a chance that an attack will be produced that causes this effect. Suppose that of all skeletons with this effect there will be a chance of an arrow falling out with an "obsession" and the particle will look like a face.
