Let's face it, minecraft' marketplace is broken. People like AntVenom have point out that "there is no rarity, just because you pay a hundred more minecoins for an item doesn't make it rare" I have suggestion to fix that.
For items you buy, there could be 4 tiers
Free- 0 minecoins
default- below 200 minecoins
advanced- below 400 minecoins
premium- above 400 minecoins
For the "rarity system" to stay, make it so you get a item in the marketplace from Acheivements, you can't get the item unless you get the achievement
why not make a button that sends you to a Mojang-approved website where we can make a skin for our game pixel by pixel?
for Acheivements rarity (% of player get the Acheivement)
common-80% of MC players get it
Uncommon- 75% of MC players get it
rare- 55% of MC players get it
Very rare- 45% of MC players get it
Legendary- 20% of MC players get it
The myth of minecraft- less than 5% of MC players get it
