Mine-cart interaction with lodestone

The lodestone is magnetic, and minecarts are made of iron, so if a minecart is within 8 blocks of a lodestone, the minecart will slowly stop on the X or Z coordinate of the lodestone. Also if a minecart is not on a rail then the lodestone would drag the minecart until the minecart is touching it, for example, if a derailed minecart is directly below a lodestone it would be pulled upward into the lodestone. The dragging would be slower for minecarts with players in them, or the other variants of minecarts(Example, furnace minecart).
