Not fully broken Netherrite tools

If you use an elytra untill you have no more durability, it doesn't vanish, it just looks like it is broken, and you can mend it again with mending or fantom membrane. What if there was somethig similar with the netherite tools/weapons/armor. With the tools, if they break, it wouldn't break any blocks and you would have to use your fists or another tool. And with the sword, you wouldn't give the mob your're fighting any damage. And with the armor, it wouldn't give you any resistance (before you fix it).
