Having a Cap on enchantment combinations and repairs where it becomes too expensive is frustrating when you have 100+ levels and the game tells you it's too expensive. But its for balance so it makes sense. What I suggest isn't a removal of this system but an alteration based on in-game achievements affecting the cap. I think it would be great to have the Level cap increase each time you complete an advancement line. This could be done by decreasing the exponential that the enchantments go up by with each combination.
as an example to combine at a base level of 0 Advancement lines complete it could be an increase of such.
2,5,10,20, meaning you can only combine things 4 times before reaching the cap. However, completing all advancements could see the cost of the combination as follows 1,2,3,5,8,13,21,34 giving you 8 combinations before it becomes too expensive.
Another way would be to just increase the Cap for each Advancement line complete from 20lvls to 30, 40, 50 etc.
And finally if basing the cap off of the Advancement lines isnt something people are keen for it could instead be based off certain milestones, like entering the nether, killing a wither, then entering end, killing the ender dragon.
