Waterlogged lilypads

Lilypads placed in water should create a waterlogged block, similar to an upside down waterlogged slab, instead of being placed on top. They should also be blocks which decorative plants can be placed on, same as dirt and grass. When they generate naturally in swamps, they should occasionally generate with a lily of the nile on top of the lilypad, or a new flower which looks like a lotus flower. The lotus flower, as well as being able to be placed on the ground and on lilypads, should be place-able on water the same way lilypads are now.
