implementation of luck/unluck potions (fisherman's luck)

with the changes in 20w12a fishing was changed to allow a more balanced approach to fishing.  My idea here is to finally implement the luck/unluck potions into the vanilla game (and possibly rename them to fisherman's luck/unluck potions).

These could be brewed with some of the new nether materials that currently have no crafting recipe, or possibly as a trade from fisherman villagers.

some ideas for these potions could be:

Fisherman's Luck: Luck II

Fishterman's Luck+: Luck IV

This will always guarantee a good catch and will drastically increase the rate of treasure, making it actually worth fishing!

Fisherman's Unluck: Unluck II

Fishterman's Unluck+: Luck VI

This allows players to acquire more junk loot if they so choose.  Unluck+ is a higher level to offset the "luck of the sea" enchantment.

    The luck & unluck should be fixed to work on chests.
    Currently it only works on fishing.

    You should get unluck from black cats. And luck from dropping a emerald, diamond or gold ingot into a desert well

    They should add clover fields in the plains where there’s a small chance off finding a 4leaf that can be used for luck potions ;)
