Make the Soul Speed and water bug into a feature

The new Soul Speed enchantment currently have a bug that could be turned into a good feature.

I am taking about bug MC-174502. More specifically, the part about keeping player speed and making it slightly faster.

If that was turned into a feature, players would be able to build afk highways in the Overworld.

Of course you may say that they are useless because Nether highways are much faster but they are made for a much longer range. These Soul Sand and Water highways should be slower but always keep player momentum at maybe 8 blocks/s maximum.

You may still think that it is useless but I know that many would agree.
