Biome that only generates in the topmost layers of the Nether, characterized by jagged peaks of basalt, sheer drops to lava lakes far below and a constant blizzard of ash. Ash behaves like snow, it rains from the sky and forms ashpiles over the ground. Visibility is minimal in this biome, the fog is coloured a muted grey, and the general light level is slightly lower.
A potential new mob could be added that stalks the player in the low visibility, a sort of mutated grey snow leopard.
This biome could offer players insentive to explore all the heights of the Nether. It'd be a good source of basalt and ash. Ash could be smelted into Dark Glass, which could be used to make high power weapons with extremely low durability. As the player spends more time up in the Nether Peaks, their movement slows due to ash piling up on them. This could be countered with Netherite Armour.
The advantage to building in the Nether Peaks is that no mobs spawn up there (aside from the potential new stalker mob). The lack of ghasts would mean buildings are safe from being blown up.
