Add Gamerule: stopRainingAfterSleep False

I can't say how many times I avoid sleeping just because I want to keep the rain around.

But sleeping is essential for many gameplay purposes.

Literally unplayable for rain lovers cuz most of the time you get no rain cuz you had to sleep.

Pls fix
