I can imagine people who are super scared of the nether (most of my friends) exploring the nether with me if they could carry around water bottles to put out fire.
Since you can't place water in the nether, you should be able to drink water from a water bottle and put yourself out if you are on fire. This seems like normal minecraft-y potions drinking.
You would have to fill up bottles from cauldrons, which would make cauldrons more useful without changing anything about them. I'm imagining a nether base where, next to the exit, there's a cauldron and a double chest of buckets of water, so that you fill up your bottles on the way out the door.
This would not eliminate the use for fire resistance, because fire resistance can be drunk in advance of fire and have lasting effects while water would be an instantaneous 'stop, drop and roll' sort of deal. Drinking water while in lava would have no effects as well since you immediately get relit.
I can certainly imagine some people making sure to have water bottles when they run around the nether to put out fire, and it makes a lot of sense!
The alternative currently, if you want to be able to put yourself out, is to carry a cauldron and a bucket. It's hard to jump in a cauldron, so maybe you carry a trapdoor too, to line up your hitbox
Point is, I don't know anybody who does that, but if they had to carry around water bottles, they just might.
