mob spawn rate meter

The mob spawn rate meter can decide how fast mobs spawn. If you adjusted the setting all the way to the right, the faster mobs spawn. If you adjusted it all the way to the left the slower mobs will spawn. The mob spawn rate would be like another difficulty.

    I think it would be cool to turn off mob spawning completely for some mobs too.
