The concept is that diamonds now have a quality level. Levels 1-6, 1 being worse than diamonds are now/common and 6 being nearly 2x as good as diamonds are now and extremely rare. These diamonds would stack separately. Diamond tools and armor would gain strength or armor points from an average of all the diamond's quality levels. Say for example you make a diamond sword, this would take the values of the diamonds used, make an average, and convert that into an attack level.
This would add more to the gameplay by giving players a new reason to try to find more diamonds other than diamond armor and diamond tools (which is relatively easy to do in the first place). People would continue to search for more diamonds to get a rare diamond instead of quitting after getting just enough; people generally find mining to get significantly more boring after finding their first couple of diamonds. This would also make getting the best tools in the game harder and more of an accomplishment. This also adds pros and cons to using the new "netherite" as opposed to diamond, it has a set level but you won't have to spend large amounts of time just to get the best materials.
