Witches can ride Phantoms

it would be as rare as spider jockeys, these witches will swoop down to drop potions on you.

    Agreed! And as far as I know it would already work in the game. Witches should be the ideal mob for a phantom jockey rider since their instant damage potions would heal their mount even if they hit it. Other mobs like skeletons would tend to shoot their phantoms in the back when aiming down. It could be a fun miniboss!
