[Feedback page] Hovering a title with a mouse shows a part of its description (popup)

Hovering mouse on feedback title on Minecraft Feedback Posts page, it would show a part of written description.

With this a visitor could scroll through feedback page and when spotting interesting feedback a visitor could easily hover the title and check the description without needing to open the page.

The look would stay like how it is at the moment. Only thing which would change is the popup window.

It would show other information too, for example, a profile which made the post.

This would be great. It would also help the posts with titles that dont pop out, but have awesome information inside so they can get the votes they deserve.
