I think the Fletching Table could be used to improve Tipped Arrows because I feel like they arent used a lot by players.
Being able to create Tipped Arrows easier would be the first step. You shouldn't need to have Dragons Breath because you can only get that once you've been to the end which is often difficult because killing the Ender Dragon is mostly not a good option in PvP scenarios because it doesn't pay off for a few arrows and it is too time consuming in regular survival to collect a lot of Dragons Breath if you want a lot of Tipped Arrows. So the way I think it would make sense is if you use a Splash Potion + up to 8 Arrows in the Fletching Table to turn them into Tipped Arrows. You can chose between to different types: Making the arrows give the potion effect to the enemy you hit or using it on yourself once you hit an enemy. That way, a lot of effects like Instant Healing or Jump Boost which were previously useless to have would now be useful. It could make for some interesting PvP/PvE scenarios eg you shoot someone with a Strenght Arrow and then go melee or you shoot something with a Speed Arrow to then run away and flee. For creative/trolling purposes there should still be arrows that can heal the enemy or damage yourself.
