The protection enchantments are weird in a some ways. Most of the time you will always want to have regular protection over the other protections. We have no reason to play around with them. We will always perfer regular protection. When all protection types became accessible, it made the armor way to OP. It caused fights to be long and dragged out. Players had to endure a stale competition to see who armors break first. So that got remove. To make the other protection useful, I recommend adding a maximum of 2 protection enchantments. Players can personalize their armor while not making it broken. If its overpowered still, then adjust the numbers. Maybe make it so each enchantment isn't as good when pair with another protection enchantment. But the drawbacks most not outweigh the benefits. Make it equal. That way players may choose what type of armor they want for certain situations.
