Nether update stuck in nether

I think you should add it so that when your in certain biomes, or like a new biome in the nether that you cannot build a nether portal, lighting it would do nothing. This would make it so you need to move into a different biome to get out of the nether. Idk it’s a long shot but it could add lore to it by like the biome is so warped of a biome that it would allow you to leave through a portal.

I feel like this would get in the way of nether highways too much.
