Generate Nether biomes in three dimensions

It seems a bit weird that the new Nether biomes generate in two dimensions when the Nether is very much a three-dimensional place. While the biomes themselves are probably much larger than the height of the Nether, it would look nicer if the boundaries weren't simply columns. The existing biome generation code would be simple to adapt to three dimensions, though will most likely require extensive rewriting in doing so.

    The code is implemented but i have not seen it generate in 3d
