Pillagers Should Spawn in The Nether

I think that pillager raid partys should be in the nether, and be a bit different.

- A Pillager in the nether has a red suit, regardless if it was first spawned their.

- They hunt hoglins and piglins, adding an actual war to the nether.

- They would not have captains

- They would spawn only in scout partys

    They should have piglin and hoglin prisons, ancient debris in chests, nether portal that they built to get there and pillager raid mobs to make it difficult to grief
