Currently, Ocean Monuments are too difficult for the reward. You can't mine, shields are negated and your breath meter is a constant worry. In return, you get sponges and 8 gold blocks. In contrast, end cities are quite difficult, but you get powerful armor, weapons, and the Elytra. In order to make Monuments worthwhile, I would suggest the following:
1. Make each monument generate with a guaranteed Trident. It's surprising that this wasn't done in 1.13. Both the Trident and the Monument are water-related and have a lot to do with the number 3, so it actually would make sense.
2. Make each monument generate with an "Ocean infuser", a new crafting block. It's basically an anvil, but you can only put armor and prismarine shards/crystals into it. Infusing shards into the armor would give it offensive stat boosts(like the ability to move a bit faster in water if you infuse your boots with it), and infusing crystals would give defensive stat bonuses(like the Guardian's thorns effect if you put it on your chestplate).
3. Make Guardians and Elder Guardians drop their spines when killed. These would be able to damage mobs and players that pass through them when placed(kind of like the spines in Upgrade Aquatic). In addition, the Elder Guardian spines would give the player Mining Fatigue if they touch them.
