I want this idea because it would expand the combat area and would be better for getting rid of animals than lingering potions. It would also be great for traps, because unlike lingering potions, it travels upwards as well.
This would be brewed with any lingering potion and a new item called the Aero Plant.
The Aero Plant naturally transforms liquid into gas, so this is why the lingering potion becomes lighter and goes up into the air. It spawns in a new half biome (not like a full new one, just a mix) that is a mix of the overworld and a cave. It would be a lot harder to grow than normal crops.
The particle would look like the swirl effect from normal potions but bigger, more transparent, and it is surrounded by this fog or cloudiness. Streaks of wind also burst out when it makes impact on an object. Here's the image on imgur. This potion would fill any potion effect in a 7-10 block radius depending on how good it is (Glowstone added). It fills all air (on the y axis as well, not a lingering potion) but does not go through blocks, so it acts like, well, gas. The effect flows through from the start point (where the bottle is thrown) and if it is blocked, it goes grows the other direction. If it is exposed to the sky, it disappears.
