Minecart-place a block in the cart and build to create rolling structures.

I want to be able to place a block in a "minecart" and build on it to create rolling structures. And alternative to using the "minecart" is creating the "flat cart" that will receive block placement for building off of. Both would use the existing rail system building platform.
