New gamerule: monsterburning

The command (/gamerule domonsterburning) would toggle hostile mobs burning in daylight. It would be a great map making tool for mini games outside.

    Just give the mobs a block in their helmet slot, then set a customModelData value that makes it invisible or small enough to not be seen

    This is already possible using existing commands but it does make sense for this to be a gamerule.
