A /gamerule command to toggle how long it takes to enter a Nether portal

I've always been bothered with how long it takes to enter and exit the nether. It's caused me and my friends more problems than we would like to admit. I think commands would be the easiest way to fix this. If you think the portals are fine now, then don't change it. If you think it's an issue, change it. And what better time to add this than 1.15 or the Nether Update? I think that lots of people would benefit from this change.

    I think there should be new biomes because there havn't been any for ages

    The nether generation is quicker and seamless on high-end devices as of the recent snapshots.
