Shields, Shears, Flint and Steel are enchantable on Enchanting Table

Currently the only way to enchant these items are through enchanted books and the anvil. While these tools currently don't have any unique enchantments, it would still be nice to have them enchantable through the table. Maybe new enchantments could be introduced with the introduction of this feature, at least with unique shield enchantments, but that's a topic for another feedback post.
