Simply upping the amount of banner layers in survival by one would create the possibility for so many more patterns, but to keep it uniform, increase by a multiple of 2. Take the current layer limit of 6 and increase it to 8. Or, if you Mojang folks are feeling rebellious, try 10 layers! However, if you've really lost all your marbles, you could even increase it up to something like 24! Be aware that after a certain point, adding more layers will slow down the amount of creative possibilities that come with the addition, meaning that the addition would be near pointless for the amount of NBT data added, so I would go with something reasonable like 8, 10, or maybe 12 if you're really up for it. Having a pillager banner in the game that you can't recreate makes it rare, but it also feels cheap. When you realize that the game has a limit on banner layers and you ask someone why that is, you should be able to say, "We already have enough and adding more wouldn't drastically increase creativity," not, "I don't really know." The point is, when it comes to banner layer limits, there is not point. Limits on the amount of layers is like you guys at Mojang saying, "Let's limit their artistic capabilities!" If there's a banner limit, have a reason. And when you realize that you can't find a good way to justify your arbitrary limits, give up players more freedom in Minecraft, a sandbox game.
