The /spectate command really feels weird. First, it's arguments are reversed compared to the /tp and /teleport commands.
Then, to stop spectating, you must use the empty /spectate command. As a consequence, to make a player stop spectating, you are forced to use the /execute command. This is a problem.
Finally, locking a player to an entity would be great. This would make him spectate the entity, but would prevent him to leave this spectating state by pressing Shift.
In the end, a great syntax would be:
/spectate start <player> <target> [locked:bool]
/spectate stop <player>
