chest should be openable when barrels are on top of them

for at least bedrock, chest are locked when barrels are on top of them, i think it'll be easier to make storage more compact if barrels were allowed to be placed ontop of chests withought them locking. plus shulker boxes can be placed on chests and they're the same size.
