    I think the reason you need coal is to provide the torch a "fuel", just like in times past, you didn't burn the wooden part of a torch but rather what was put on its top - usually rags.
    Think of what would happen if you simply burnt the stick. It would consume and turn to ash pretty quicly, while also providing very little light.

    So I guess this could be a cool idea, especially for when you are out in the nether, mining, but it would cause coal to lose one if it's two purposes (and you don't really use coal as furnace fuel once you have access to better materials anyway).

    What if, based on the "less light" part, it created a torch that only emits a light level of 11, or 10?
