Make shears the fastest tool for mining sponge.

There is no designated tool for sponge and the only place it naturally spawns is underwater and mining is way slower underwater so it's nearly impossible to efficiently collect sponge from a temple (unless you have aqua affinity).
Sponges in real life are made out of fabric, it would only make sense that, just like scissors in real life (or shears in this case) cut through sponge at a fast rate than someone trying to tear sponges apart with their bear hands.
