I feel that resource packs are a great way to let Minecraft look and feel however the player desires. Unfortunately, most resource packs make this a hassle, because what if you want to use sounds from one pack as well as another but they overwrite each other? Or what if you want to keep the in game sounds but add new ones which occur naturally? I suggest an option for sound files in datapacks themselves. This would allow for less lengthy loading times which would otherwise occur with resource packs. Plus if you want them in one world but not another, you don't have to remove a resource pack. It should probably have a separate required file which would contain the size limit for each file. As for natural playback, possibly add an option in functions for actions to occur when mobs make noise.
