Make camera rotation independent from Horse rotation

Horseback combat is pretty lame without this feature (think Skyrim or Zelda or Shadow of the Colossus, etc). The Boat already allows this but it'd be actually useful with Horses. Plus it'd give better reason to use them - especially since they are completely outclassed by many other things in terms of travelling

    would be useful for horseback archery, makes me wanna be like the Mongols
