Make Bottle o' Enchanting more powerful

The Bottle o' Enchanting is already a rare item, both in loot and in master level trades with Cleric Villagers, and yet it only rewards the player 3-11 experience points? In my opinion it should give the player at least 7-21 experience points, that way there would be actual incentive to collect them. At the moment, they're pretty pointless even in large quantities.
