Enchantments should work on anything.

When doing the enchant command on something it isn't supposed to work on, it should just enchant it anyway. Or atleast like /enchant @p enchant_effect to give whatever you are holding the enchantment glowing effect.

    Just do /give @p minecraft:stone{Enchantments:[{id:"minecraft:knockback",lvl:1}]} 1

    and for the enchantment glowing effect use /give @p minecraft:stone{Enchantments:[{}]} 1

    In console you could do that in fact I was using it for custom items without textures or datapacks I'm annoyed about them removing it

    Yeah but also put higher levels so you can have a fling-stick
