Ever since the nether portal was added it has been a staple in progressing through Minecraft, having a new generation option that shifted the location of the nether from a separate dimension to being under the current over-world could add a new play style for those who choose to use it.
Instead of bedrock there could be a layer of obsidian which you would have to mine through keeping the nether at the same point of progression as before. The maximum build height would also need to be raised either for this option or for the game entirely so that people using this world type are not restricted when building. A nether portal would now need to be first made in the nether (this could be detected by testing the portals Y co-ordinate) for any others to built in the over-world to provide quick travel for players wanting to easily access the nether who have already been there.
Extra Details : The obsidian layer would be thicker than the current bedrock layer. The nether portal would either take you to directly above or below where the original was created. The obsidian layer would still be Y co-ordinate 0 and the nether would be Y= -1 to Y= -128
