Wither Skulls Spawn

Whenever I play Minecraft and I explore a Nether Fortress, I find around 20 wither skeletons and once I kill them all and only get one skull, no more spawns in. Maybe make them spawn after about 5-10 minutes, make wither skulls a rare drop you can get from fishing, or you have a chance at finding them in dungeon, stronghold, or nether fortress chests?

  You have to get out of the chunks where they spawn and then re-enter back into the nether fortress and you will them spawn later.
