Make pathways give the player a .25 speed boost

When the player is standing on the pathway block that is created by right clicking with the shovel, the player receives a .25 speed boost but as soon as the player steps off it is taken away. I have another idea that maybe they could do the same with snow and sand blocks except make it a .25 speed reduction
