Frost walker for boats

My idea is to have a enchantment similar to frost walker on boats, so it would turn the water to frosted ice, boosting speed a lot. To balance out how OP this enchantment would be for transportation, it could be an extremely rare enchanted book to find in ocean ruins chests.
