At the moment, cobblestone and stone bricks both have a blast resistance of 30, so the only reason to spend coal on smelting cobblestone for building is for aesthetics. If stone bricks have a higher blast resistance, that creates an incentive to build houses out of stone bricks instead of cobblestone for the functional purpose of reducing creeper damage. Cobblestone blast resistance could be lowered, while stone bricks stay at 30.
