To add to what OP said, you can currently disable this feature by turning Fancy Graphics off.
However I enjoy every fancy graphic except this one, would be nice for vignettes of all types to be their own toggle option (with the exception of the pumpkin mask overlay). I'd like to be able to disable everything that borders my screen as I also find these effects extremely visually distracting and detrimental to gameplay.

I've started to realize the vignette effects in Minecraft give me a constant sense of claustrophobia. Even when out in the open in full daylight.

Pressing F1 to hide the HUD also makes the vignette go away, instantly removing the primary source of my claustrophobia feeling.

While the vignettes are removable via custom resource packs it would be nice if this was an accessibility option since updates frequently break old resource packs.

Adding in my 2 cents and agreeing with what's been said here; I don't typically find myself affected by eyestrain/similar very frequently, but I have noticed that the caving vignette contributes/causes this a lot, and I often can't spend much time underground as I'll begin to get eyestrain and headaches from it—which is not ideal when caving and mining is typically my favorite thing in Java, where I don't have as much of an issue (if any) as in Bedrock.

I think it's also very straining because it often disappears while in other menus (inventories, crafting, etc) and then reappears upon exiting.

Would love to see this as an individually toggleable option, particularly for accessibility purposes, if not to just have it be removed entirely, or made to be less obstructive/noticable.

+1, currently looking for any option to remove this visual as it causes the player to either play with fast gfx enabled or deal with having a distracting border on their screen.. or simply never build their home deep down.

Yes this option need to really be a toggle feature as I feel a mix of eye strain and sea sick
