New fishing rod enchantment: swoosh

A new enchantment "Swoosh" an enchantment for fishing rods that pull mobs or players if you hook them towards you at a stronger rate, meaning pulling them closer to you. Maybe have multiple levels of this like Swoosh III and it will pull them up to sword distance.
