    Behavior packs/ add-ons in Java, data-packs in Bedrock... why is this not a thing already when these design choices were being made for one platform to port to the other?

    There are datapacks witch are the same thing

    Datapacks do not allow you to create custom behaviours (you would have to do a bunch of stuff with marker entities and that would take months to create one uniquely behaving mob as every action requires many commands, let alone choose the actions they want to do)

    Modders NEED this, as currently, we can't create new mobs without mod makers and mod loaders which are equally complex for custom behaviours.

    Note, you can control the behaviour of a mob slightly, however, you cannot really control what it does, only what it attacks... this is also limited by the fact that this would take a ton of commands to pull off just to make, say, a skeleton that is aggressive to pigs, no unique behaviours, just aggressive to pigs...
