Seeds and Inventory Slots

I have noticed this for awhile: that when breaking crops, if I am standing near the crop and the seed at the same time, the crop (wheat, beetroot) will be picked up first (usually, to fill the single empty slot in my hotbar) and I will have to go into my inventory or otherwise switch it out with the seed. I wonder if this is caused by something simple, such as the crop item being spawned before the seed item - if changing it happens to be that easy, picking up the seed first would be incredibly convenient.
