I had a different crafting recipe in mind.  I was thinking that you'd put a dye on the bottom of the crafting grid, a glow ink sac in the center, then 7 end rods surrounding that.  It would give a use to an otherwise mundane 1.17 item too.  Let's hope these colored end rods get added.

What if - more intuitively - the End Rods (when crafted) would emit the light level of a soul lantern and when on an End City would emit the light level of a torch? The idea is that they can simply be clicked/tapped on with a dye in hand. Then, similar to signs, having Glow and normal Ink Sacs (respectively) glowing and un-glowing the End Rod!..

This would be far more intuitive for PE players, as well as reducing the overall item count, and including a new type of End Rod AND giving the Glow Ink Sac yet another use all in one neat little QoL feature!

Totally. End rods made sense having a purple base because the Purpure block was used. But then they changed the purple texture to a gray one even though the same type of block is used. Since lights are very important in Minecraft and we have to use them very often it would be nice to be able to have different types of colored end rods and finally emit their own luminous color.

This needs to be added. I would like to use neon lights and such in buildings without use of mods.
