Dogs are healed by meats and rotten flesh, cats are healed by fish. These are also the items used to tame them. Same with parrots, tamed with seeds, why can't we heal them with seeds too? Especially since we can kill them with cookies, a random feature exclusive to this mob (and notorious for players accidentally killing it), it seems like this is the mob that needs healing the most.
They are super fragile with low health, and are the only tamable mob in the game right now that cannot be healed in any way (except splash potions, but we shouldn't have to go to those extreme lengths with a solution as easy as this). When they take some accidental damage from the player or maybe some peripheral damage from a creeper explosion, its only a matter of time before it dies due to its low health, and there should be a way to help them like there already is with all other tamed mobs.
Edit >> Make a way for players to tell the health of parrots and cats. We can already monitor a dog's health by the angle of their tail, but not parrots or cats. Cats have tails and parrots have tail feathers, adjusting the angle according to their health would be an easy solution. If this isn't adjusted, the player won't know their health exactly or could forget and the animal could die to otherwise minimal damage.
