Make players killed by charged creepers drop player heads

My suggestion is to make players who are killed by charged creepers drop player heads much like how creepers, zombies and skeletons drop their heads when killed by a charged creeper. Either have it drop the actual head of the specific player who died (The same head you would get if you did /give @p minecraft:player_head{Skull Owner:player}) or have it drop the Steve player head that is in the creative inventory.
