Add a gamerule command for disabling mob spawners and spawn eggs.

This is a good anti griefing measure, as if someone joins your world they can place spawners everywhere easily, at least on bedrock edition. And unless you want to have to /kill @e constantly, you're kind of stuck with all of them constantly spawning. Syntax could work something like /gamerule mobSpawnersEnabled true/false.

    As a parent with a realm shared with family around the world, it would be very nice to disable or limit spawning of all sorts. (Ideally prevent spawn blocks and limit eggs use in a time period to 2 or 3)

    A blanket disable on spawning would keep our world from being overrun constantly. :)

    I would like to use a command block where the mob spawner can be turned on or off, so it can be unique to that spawner only - This could be very useful in map making.
